How a Standby Letter of Credit Works

A SLOC/SBLC is most often sought by a business to help it obtain a contract. The contract is a “standby” agreement because the bank will have to pay only in a worst-case scenario. For example, a delay in shipping or a misspelling a company’s name can lead to the bank refusing to make the payment.

What is the difference between SBLCs and LCs?

A Standby Letter of Credit is different from a Letter of Credit. An SBLC is paid when called on after conditions have not been fulfilled. However, a Letter of Credit is the guarantee of payment when certain specifications are met and documents received from the selling party.
Both the regular letter of credit and standby letter of credit are payment instruments used in international trade. However, there are some basic differences which we will try to explain below. LC Vs. SBLC A. LC: A letter of credit is a promise from the bank that the buyer i.e. importer will fulfill his payment obligation and pay the full invoice amount on time. The role of the issuing bank is to make sure that the buyer pays. In case the buyer is unable to fulfill his obligation, the bank will pay to the seller i.e. the exporter, but the funds come from the buyer. B. SBLC: A standby letter of credit is a secondary payment method where bank guarantees the payment when terms of the letter of credit are fulfilled by the seller. It is a kind of additional safety net for the seller. The buyer may not pay the seller due to multiple reasons such as cash flow crunch, dishonesty, bankruptcy, etc. But as long as the seller meet’s the requirement of a standby letter of credit, the bank will pay.

The purpose of this letter is to establish a bank guarantee for the deal or transaction with a third party. For example, if an individual wishes to take a loan, but does not have a sufficient credit standing, the bank may then ask for a guarantee from another party (third party), and this is done in the form of a standby letter of credit that is issued by another bank. However, the said individual would then have to produce certain documents or evidence to support the non-performance of the buyer to obtain the payment through the SBLC.
The bank is obligated to make payment if the documents presented comply with the terms of contract. Though, the SBLC are considered very versatile and can be used with modifications to suit the interests and requirements of the buyers and sellers.
Letters of credit are used extensively in the financing of international trade, where the reliability of contracting parties cannot be readily and easily determined. Its economic effect is to introduce a bank as an underwriter, where it assumes the counterparty risk of the buyer paying the seller for goods. The Standby Letter Of Credit (SBLC) is governed by a set of guidelines known as the Uniform Customs and Practice (UCP 600), which was first created in the 1930s by the International Chamber of Commerce (ICC).

Uses of SBLC

An SBLC is frequently used as a safety mechanism for the beneficiary, in an attempt to hedge out risks associated with the trade. Simplistically, it is a guarantee of payment which will be issued by a bank on the behalf of a client. It is also perceived as a “payment of last resort” due to the circumstances under which it is called upon. The SBLC prevents contracts going unfulfilled if a business declares bankruptcy or cannot otherwise meet financial obligations.
Furthermore, the presence of an SBLC is usually seen as a sign of good faith as it provides proof of the buyer’s credit quality and the ability to make payment. In order to set this up, a short underwriting duty is performed to ensure the credit quality of the party that is looking for a letter of credit. Once this has been performed, a notification is then sent to the bank of the party who requested the Letter of Credit (typically the seller).
In the case of a default, the counter-party may have part of the finance paid back by the issuing bank under an SBLC. Standby Letter of Credit’s are used to promote confidence in companies because of this.

The SLOC is often seen in contracts involving international trade, which tend to involve a large commitment of money and have added risks.
For the business that is presented with a SLOC, the greatest advantage is the potential ease of getting out of that worst-case scenario. If an agreement calls for payment within 30 days of delivery and the payment is not made, the seller can present the SLOC to the buyer’s bank for payment. Thus, the seller is guaranteed to be paid. Another advantage for the seller is that the SBLC reduces the risk of the production order being changed or canceled by the buyer.
An SBLC helps ensure that the buyer will receive the goods or service that’s outlined in the document. For example, if a contract calls for the construction of a building and the builder fails to deliver, the client presents the SLOC to the bank to be made whole. Another advantage when involved in global trade, a buyer has an increased certainty that the goods will be delivered from the seller.
Also, small businesses can have difficulty competing against bigger and better-known rivals. An SBLC can add credibility to its bid for a project and can often times help avoid an upfront payment to the seller.

The Arabian Gulf’s position at the crossroads of Africa, Europe, and Asia has meant the area was always a critical crossroads for international trade. That is no different in the modern era, though the means of trade have shifted somewhat.
About a third of the world's population lives within a four hour flight of the Arabian Gulf, while 2/3rds of the population lives within an eight hour flight. The Gulf is also within four to ten hours of flight of the major population centers of Asia, Europe, and Africa, making it perfectly positioned for the long-haul air freight sector (below four hours, long-haul cargo jets cannot compete with smaller regional carriers, while cost efficiencies drop precipitously after ten hours of flight, meaning that cargo jets have to look for somewhere to land and refuel around that point in order to maintain cost competitiveness). This means that aircraft flying between Asia, Europe, and Africa all look to make a brief stopover in the Middle East.
The countries of the Arabian Gulf, always on the hunt for ways to diversify their economies, identified this geographic advantage and have done everything in their power to exploit it. Using their considerable oil wealth as start up capital, just about every government in the region has started their own airline--from smaller airlines like Oman Air, Gulf Air, and Kuwait Air, to global powerhouses like Emirates (operated by Dubai), Qatar Airways (operated by Qatar), and Etihad (operated by Abu Dhabi).
The latter three in particular have changed the game in the international aviation industry. Using a hub-and-spoke model, in which most services are provided out of their home country, these airlines have been able to fight established European, American, and Asian airlines for market share, taking advantage of the fuel savings and geographic centrality of their home airports. In just thirty-five years, Emirates was able to grow into the fourth largest airline by scheduled revenue passenger-kilometers flown and the second largest airline in terms of scheduled freight ton-kilometers. Qatar Airways was similarly successful, clocking in at the number three slot.
Historically, the regional dominance of these three carriers (often referred to collectively as the ME3 Carriers has been kept in check by competition between the three firms. Etihad and Emirates, despite being owned by the same country (the UAE), are owned by different parts of said country (Abu Dhabi and Dubai, respectively) who are locked in competition with each other to secure primacy in the country, while Qatar Airways is owned by the government of Qatar, whose relations with the other countries in the Gulf have varied wildly from “close allies” to “openly hostile” over the last two decades. But with the growing interconnection of the three states, there may finally exist some opportunity for cooperation.
Over the past several years, the heads of the ME3 have been discussing the possibility of a merger. The company resulting from this merger would be massive--easily the largest airline in the world by scheduled passenger-kilometers flown, with over 200 million more than the next largest airline (American Airlines) going off of 2018 data. It would also be the largest cargo airline by the world in terms of scheduled freight-ton kilometers flown, more than doubling that of its closest competitor (FedEx). This sort of consolidation would provide the ME3 with the ability to dominate the international aviation market.
One key area of contention in the merger is the issue of branding. All three of the constituent firms have spent a great deal of time and money building the brand image of their respective airlines. Brands are worth a great deal of money, and all three are loath to throw those brands to the wayside and have to build up a new brand from scratch. To circumvent this concern, the three airlines have agreed to enter into an Air France-KLM-style merger. Under this merger, the constituent airlines (and by extension, the governments that own them) will retain equity stake within a new holding company (Arab Airlines Group) based off of their revenue share at the time of the merger [M] I’m just using 2018 stats since it’s all I have access to obviously [/M]. The airlines will retain their own branding, but the backend will be unified.
The other major stumbling block for the merger was the issue of government control of Arab Airlines Group. The fact of the matter is, even though Etihad and Qatar Airways are quite larger airlines in their own right, both are dwarfed by Emirates. In any sort of “just” division of the ownership rights, the government of Dubai would end up owning either a majority stake (or close enough to it that it makes little substantive difference), giving the Emir of Dubai an outsized influence in the way the entire Gulf’s aviation industry is run. Obviously, this is not an ideal outcome for Abu Dhabi and Qatar, both of whom are worried that Dubai would use this leverage to promote Dubai-based aviation at the expense of Abu Dhabi and Doha-based aviation. While this could potentially be offset by selling part of Dubai’s stake in Emirates to private investors, Dubai is reluctant to do that, as the income from Emirates is an important part of diversifying government revenues for a post-oil world.
To get around this stumbling block, the ME3 have agreed that equity in Arab Airlines Group will effect only the amount of revenue that each constituent government receives from the joint project. Actual leadership of the company will be done by a board of directors, with a set number of representatives appointed by each participating government. This board will then elect a Chairman, who will be functionally responsible for the leadership of the company. This, in essence, separates the leadership of the company from any one government.
The last remaining issue was that of the other flag carriers in the Arabian Gulf. The flag carriers of the other three states--Oman Air, Gulf Air (Bahrain), and Kuwait Air--do not have anywhere near the market share of the ME3, and would likely be outcompeted by Arab Airlines Group. Naturally, since these airlines are owned by the governments of the Arab Gulf States, those governments would probably be pretty pissed that Qatar, Abu Dhabi, and Dubai effectively agreed to cooperate in order to beat them out of the market. Even if they aren’t the most valuable addition to Arab Airlines Group, they still have to be included, if only so they feel like they’re not being left out to dry. As such, the state-owned carriers of the other Arab Gulf States have been folded into Arab Airlines Group and given shares according to their revenue.
When the merger completes on 25 January 2030, the breakdown of ownership and representatives on the board will be as follows.

Currently, low cost carriers owned by the governments of the Arabian Gulf constitute an important, but far smaller share of air travel in the region. Nevertheless, consolidating will allow them to leverage their combined market share and enable greater returns on investment for the governments that own them. Salam Air (owned by Oman), Air Arabia (owned by Sharjah), and flydubai (owned by, you guessed it, Dubai) have merged into the Arabian Gulf Airlines Group, which is constituted in a similar manner to Arab Airlines Group.

The Arab Gulf States have two things in abundance: oil and sunlight. Historically, despite the massive potential for solar power installations in the Arab Gulf States, there has been relatively little development of solar power resources, as solar installations were previously not cost competitive with the extremely cheap natural gas and oil resources in the Gulf. As solar panels have continued to become cheaper over the past decade, the economics surrounding solar power have shifted in the Arab Gulf States, leading to a renewed interest in the renewable energy source. As such, the Arab Gulf States have committed to making considerable progress towards net zero emissions in their electricity generation sectors by 2040.
Oman
Throughout the past decade, Oman has emerged as a regional leader in renewable energy. After setting the ambitious goal of producing 30 percent of its electricity through renewable energy projects by 2030, Oman took substantial steps to make good on that promise, contracting a 500MW solar facility at Ibri, as well as another 1100MW divided between two plants near Manah and other projects throughout the country, bringing Oman’s renewable energy generation to a respectable 20 percent of annual electricity demand by 2029--good, but not quite the 30 percent level envisioned. Oman attributes part of this shortfall to the instability in the peninsula over the last decade, as Kuwaiti and Saudi Arabian firms were major investors in new PV capacity in the Sultanate.
Anything but discouraged by this shortcoming, Oman has announced that it will redouble its efforts and achieve 35 percent of generation from renewable sources by 2035, to increase to 50 percent by 2040. Coupled with the opening of the country’s first nuclear power plant during the next decade, with plans to introduce more thereafter, this should bring the country to net zero emissions in the electricity generation sector by 2040 (though this is with the major caveat that the country will likely still have emissions in its transportation sector, barring some sort of miraculous full transition to electric vehicles over the next eleven years).
Encouraged by subsidies, generous export laws, and relaxed foreign ownership restrictions, the free economic zones of Salalah and Duqm are emerging as major regional production centers for wind turbines and solar panels, helping to grow the Omani economy and spur diversification away from oil exports.

United Arab Emirates
The UAE’s energy plans were much less reliant on solar than neighboring Oman. Instead, the country has made massive investments into nuclear energy. Once the Ghadeer Al Tayr and Al Raafah nuclear power projects come online in 2031, a staggering 65 percent of the country’s electricity generation will come from nuclear sources (down from the originally projected 85 percent due to increased demand spurred by the rapid growth of the Dubai-Sharjah-Ajman-Umm Al Quwain Metropolitan Area).
That is not to say the UAE has made no investments in renewable energy. The massive 13.6b USD Mohammed bin Rashid Al Maktoum Solar Park, under construction since 2012, is easily the largest solar park in the world, with some 5,000MW of solar power capacity (or 10 percent of the UAE’s total installed generation capacity). Abu Dhabi has also been leading the way in solar projects, opening the 1200MW Noor Abu Dhabi project in 2019.
To keep up with domestic demand for solar panels, indigenous solar panel production firms like Maysun Solar have rapidly scaled up production within the country, turning the UAE into one of the region’s premier producers of solar panels.
The UAE’s plan is to continue installing massive solar power projects throughout the country, using the new capacity to phase out existing natural gas power plants. Wind power is going to be effectively avoided, as the UAE is not as rich in wind power resources as some of its neighbors. After achieving net-zero emissions in electricity generation in 2040, the UAE will meet increasing demand through additional solar projects.

Qatar
In 2017, the government of Qatar committed to generating 20 percent of its electricity from solar power by 2030. Progress towards this goal went fairly well, too, with the country contracting the construction of several large solar installations through the decade with the end goal of hosting the 2022 FIFA World Cup as a low carbon event. However, much like the other Arab Gulf States, this ultimately fell short of targets due to regional instability.
Since most of the population is concentrated in Doha and its environs, Qatar has a lot of empty space that isn’t good for much other than solar power parks. As such, Qatar has elected to take advantage of its naturally sunny climate to dramatically expand its solar power potential, with the goal of boosting solar power from 15 percent of the country’s power generation (in 2030) to 35 percent by 2040.
Unlike the United Arab Emirates to its south, Qatar is also well-suited for the development of wind energy resources in the country, particularly in the peninsula’s sparsely populated northern tip, where high wind speeds contribute to power generation that costs 10 percent less than comparable natural gas based generation. Qatar has already started to sell off plots of land to private firms for wind power development in the region, as well as offshore plots inside its EEZ.
Between new solar and wind resources, as well as the opening of the Freiha Nuclear Power Plant over the next decade, Qatar should be able to achieve net zero emissions in the electricity generation sector by 2040. Moreover, this plan will eliminate domestic natural gas consumption in Qatar, allowing more of its production to enter foreign markets (most notably India and Pakistan, both of which have experienced massive growth in fossil fuel consumption as their economies develop).

Bahrain
Ever the red headed step child of the Arab Gulf States, Bahrain’s renewable energy situation is no different. While the Bahraini government had several renewable energy initiatives in place in the early 2020s, including the installation of solar panels on government buildings throughout the Kingdom, its renewable energy push fell short of a clearly laid out plan of what Bahrain’s energy generation portfolio should look like.
One contributing issue is the lack of space in Bahrain. A small island nation with just 765km2 of territory, much of which is heavily urbanized, Bahrain lacks the wide, sweeping expanses of undeveloped land that have made centralized solar power generation feasible in the other Arab Gulf States. To try to overcome this disadvantage, Bahrain invested heavily in the development of decentralized solar power production, encouraging buildings to install small-scale solar power generation facilities on their roofs.
This plan might have worked, too, but with the debilitating instability that has wracked Bahrain over the past decade, progress towards these goals ground to a halt, with the government preferring to concentrate its limited resources towards building and protecting centralized natural gas and oil-fired power plants. As such, Bahrain has very little installed renewable energy capacity as of 2029--maybe enough to meet 2 to 4 percent of demand. In other words, Bahrain has a long way to go to reach net zero emissions.
Hoping to overcome its space constraints, Bahrain is once again looking to promote decentralized solar production throughout the Kingdom, providing subsidies and other incentives to encourage buildings to place solar panels on their roofs with the goal of achieving some 8 percent of electricity production from decentralized solar by 2040. Another major focus for Bahrain is the construction of offshore wind farms--though even this is limited by Bahrain’s small EEZ. The area surrounding the newly-built Qatar-Bahrain Causeway is expected to become a major wind power generation center, given the large potential for wind energy in the region.
At the end of the day, Bahrain has accepted that it may have to sacrifice some of its precious land resources in order to ensure adequate renewable energy generation. Bahrain has scoped out a series of concentrated solar projects in its southern territory, aiming to take advantage of the technology used in projects like the UAE’s Noor Energy 1 to generate substantial solar power while conserving space.

Kuwait is more or less the only country in the GCC to meet its 2030 renewable energy goals, but this is just because of the relative lack of ambition in the goal in the first place--just 15 percent of its energy consumption comes from renewable energy as of 2030. The vast majority of this power generation comes from solar energy (including a 1500MW facility at Dabdaba and other sites at Shagaya and Al-Abdaliyah), with considerably smaller contributions from wind energy.
For Kuwait, renewable energy isn’t just important for combating climate change. With one of the fastest growing energy consumption rates in the world (spurred on in large part by climate change boosting cooling requirements), Kuwait has had to construct numerous new natural gas fired power plants to keep pace with growing demand. However, Kuwait produces very little natural gas of its own, meaning that most of its natural gas has to be imported from countries like Qatar and Iran, resulting in more cash outflows than the government of Kuwait is comfortable with. Boosting renewable energy production will help lower Kuwait’s dependence on natural gas, meaning more money stays inside of Kuwait for reinvestment in the Kuwaiti economy.
Fortunately, Kuwait is well-suited for renewable energy, with high solar irradiance and average wind speeds. Kuwait hopes to massively scale up its investments in renewable energy using the framework set up by its investments in the 2020-2030 timeframe, with the ambitious, but achievable, goal of generating 28 percent of its power generation from renewables by 2035 and 43 percent by 2040.

In our increasingly data-driven and internet-enabled world, the threat of hacking has become ever-present. This threat was put on full display by a series of cyberattacks against the United Arab Emirates, which left Ruwais Refinery offline for several days and led to several hundred civilian casualties on the Coastal Corridor Maglev. Several other attacks were launched against other targets throughout the UAE, but were thwarted by Emirati cybersecurity staff.
While the culprit behind these attacks (which are being referred to domestically as the 16-4 Attacks, or “the worst cyberterrorist attack in recent history”) remains unknown, the UAE has a strong suspicion that these were state-sponsored attacks by one of its rivals in the region--either China or Iran--as it is unlikely that some random hacker collective would dedicate its efforts to blatant terrorism rather than something that would make them money (like hacking bank accounts or stealing personal data or something), and the major non-state actors with grievances against the UAE (namely, Shi’a militias in Bahrain and the PDF and CIRAP in Saudi Arabia) probably would have launched attacks against Saudi Arabia, too.
Whatever the case, the attacks have brought cybersecurity to the forefront of the security dialogue in the Gulf, and led to a dramatic expansion of cybersecurity capacity and cooperation within the Arab Gulf States.
Oman
Oman has been spared the cybercrime turmoil its neighbors have been subjected to. Between the 2012 Shamoon Attack in Saudi Arabia and Qatar and the 14-6 Attacks in Bahrain and the United Arab Emirates, Oman managed to escape relatively unscathed. Still, Oman has determined that it is better to make cybersecurity preparations that one does not need rather than need preparations one does not have, and so has elected to join in with the other Arab Gulf States in improving its CS infrastructure.
Oman is, surprisingly, ranked third in the world for countries best prepared for cyber attacks, just behind the US and Canada and tied with Australia and Malaysia. Its Information Technology Authority (the government entity responsible for eGovernance implementation and general cybersecurity) has made great strides to position Oman as a regional leader in cybersecurity. With the other Arab Gulf States suddenly much more interested in improving their own cybersecurity, Omani businesses and experts stand to make a huge profit through the expertise and services.
To this end, Oman has been one of the primary drivers of the new GCC initiative to harmonized national data storage and protection regulations, cybercrime laws, and other national policies towards cybercrime and cybersecurity, with the goal of enabling its companies to compete for CS contracts in other countries. The UAE has already selected Omani firms to coordinate with DarkMatter and the SIA in investigating the 14-6 Attacks, which the UAE hopes will help turn up new leads or otherwise help improve the cybersecurity of critical infrastructure in the country..
Domestically, Oman has announced a new series of initiatives to train law enforcement and judges in the prosecution of sophisticated cybercrimes. This was identified as one of the major weaknesses of the Omani cybersecurity apparatus as far back as 2012, and Oman hopes to shore this up to prevent future 14-6 style attacks from occurring in Oman.
The United Arab Emirates
The United Arab Emirates has done a great deal over the last fifteen years to improve its cybersecurity sector. Between 2014 and 2024, the UAE doubled its spending on homeland security, with a majority of the new funding going to improving cybersecurity within the country. Domestic cybersecurity firms often utilize the best and brightest of Western CS talent, hiring personnel from private firms like BlackBerry and Intel as well as former NSA staff. Its national cybersecurity agency, the National Electronic Security Authority (NESA), now the Signals Intelligence Agency (SIA), was the first such agency in the region, and remains a regional leader in government cybersecurity programs.
Unfortunately, these things were not enough to prevent the tragic loss of life that occurred during 16-4 Attacks. The attacks served as a wakeup call to the leadership of the UAE, and has led to a new wave of massive investments into the country’s CS capabilities.
President Hamdan bin Mohammed al Maktoum has announced that cybersecurity spending in the UAE is set to double (again) by 2033--just five years. A substantial portion of these funds have been earmarked for SIA, who have been made directly responsible for the security of key infrastructure projects within the UAE, including inter alia the Coastal Corridor Maglev, the various nuclear and desalination plants in the country, the national rail network, the country’s major seaports and airports, and the country’s major oil and natural gas infrastructure. Other funding will go to funding new training and educational programs for cybersecurity professionals in the country, including a considerable number of new scholarships to finance Emiratis looking to study cybersecurity in West. SIA is also looking to partner with Western cybersecurity agencies like the American NSA, British NCSC, and French ANSSI, in order to build its own capacity and identify best practices in improving cybersecurity in the country.
Finally, the UAE has announced that it intends to participate in initiatives to harmonize data storage regulations and cybersecurity policies within the GCC. This is a marked shift in the UAE’s policy, as previously, the country had issues ensuring the cybersecurity authorities and regulations in Dubai coordinated with national regulations and authorities in Abu Dhabi. However, with power now residing in Dubai’s emir, there is now a combination of both the political will and the political power to make this much needed reform.
Qatar
Behind Oman, Qatar has the second most advanced cybersecurity infrastructure in the Arab World [M] technically it was third in 2018, but I reckon the whole “civil war” business probably dropped Saudi Arabia a few ranks [/M]. This is a competency built out of necessity, as the 2012 Shamoon attack against RasGas, the second largest natural gas firm in Qatar, and the 2017 hacking of several Qatari government websites exposed the importance of cybersecurity to the government of Qatar.
Since these attacks, Qatar has taken great strides to improve its cybersecurity, regularly ranking among the top 20 most prepared countries to respond to cybersecurity attacks, with a well-developed Computer Emergency Response Team (CERT) and domestic cybersecurity market.
With cybersecurity rising to the top of the issues list in the Arab World, Qatar is hoping to use its wealth of experience in this sector to capture a share of the growing demand for CS solutions in its neighbors. Qatari firms are already offering competitive bids for contracts in the UAE and Kuwait (though mostly focusing on the latter). Qatar has also been one of the major backers of efforts to harmonize regulatory structures, as they believe it will help their firms better compete in the other markets in the region (plus, as one of the countries with an existing regulatory infrastructure on the topic, they can play an outsized role in shaping it).
Additionally, the government of Qatar has announced the creation of a new Regional Cybersecurity Drill (which is really just a revival of the old regional cybersecurity drill that was first run in 2016 and then canceled indefinitely due to the Qatari Diplomatic Crisis). With this drill, the CERTs of the various GCC countries, as well as other cybersecurity officials and experts, will be able to participate in real-time mock cyberattacks to build institutional capacity and new skill sets, as well as to boost interoperability and coordination between the cybersecurity personnel of the various Arab Gulf States.. This is expected to be of particular importance for Kuwait and Bahrain, who are only just setting up their new CERTs, and are most in need of support and mentoring from experts in the sector. The first conference, to be held in October in Doha, will run participants through a drill set up to mirror the 16-4 Attacks in the UAE, allowing participants to learn the dos and don’ts of responding to mass, state-sponsored cyberattacks.
Bahrain
Bahrain was the other major target of the 16-4 Attacks, though fortunately for the people of Bahrain, the attacks aimed their way mostly focused on attacking the faith of the Bahraini people in their government rather than attempting to inflict mass casualties or disable the country’s critical infrastructure (like they did in the UAE). Such an attack would have made life considerably worse than it already is for thousands of Bahrainis, who have struggled under civil unrest and terrorist activities for almost half a decade now.
Still, the fact that Bahrain escaped devastation this time does not mean it can rest easy. Bahrain’s cybersecurity infrastructure is one of the worst among the Arab Gulf States. While there has been some cooperation in the past between the United States and Bahrain to bolster the country’s cybersecurity, it continues to lag behind its neighbors in the region, scoring seventh regionally and 68th globally in 2018.
Bahrain stands to benefit immensely from a new slew of cybersecurity investments in the GCC. Up until now, the country had little in the way of uniform legislation or regulations pertaining to cybercrime and cybersecurity, which hindered the development of cybersecurity practices in the country. By adopting the new harmonized GCC standards, Bahrain gets the advantage of adopting some of the best international practices in cybersecurity without having to spend all of the time and effort designing and researching them themselves. Moreover, Bahrain gets to tap into the vibrant cybersecurity sectors of its neighbors, including world leaders like Oman and Qatar.
In addition to new cybersecurity investments in the country (some made with Emirati financial assistance), Bahrain has announced that it will be creating its own CERT, to be called B-CERT. Until now, Bahrain had no national CERT, relying instead on a collection of smaller CERTs (like, for example, the CERT used by the Bahrain Central Bank). Bahrain has put out broad hiring announcements for this new CERT, drawing from the best indigenous talent available as well as from western private firms. B-CERT is expected to work in close cooperation with the other CERTs of the region to rapidly build up its skills.
Bahrain is also looking to deepen its cybersecurity cooperation with global powers like the United States, France, and the United Kingdom. The US and UK both have bases in the country, and so should both be willing to provide substantial assistance in this sector to help defend the troops they have stationed there.
Kuwait
Kuwait is the second lowest ranked state in the region for cybersecurity, placing one measly spot above Bahrain in both the global and regional indices (making them 67th and 6th, respectively). While Kuwait is only one rank behind the UAE regionally, it is a staggering thirty four ranks behind the UAE globally, highlighting the vast disparity that exists in cybersecurity readiness between Kuwait and its allies.
This lag has cost Kuwait over the years, as it has become the second most vulnerable country to cyberattacks in the GCC, losing over 1.4b USD to cybercrimes in 2017.
With the 16-4 Attacks serving as a wakeup call for the Arab Gulf States, Kuwait is looking to follow the other GCC member states in initiatives to increase its own cybersecurity readiness. Kuwait has already announced that it will join in the effort to harmonize cybercrime laws and regulations within the block. Further announcements saw a dramatic increase in cybersecurity spending by the government of Kuwait (not hard, since it was spending so little before). Portions of this funding have been earmarked to set up the country’s first CERT, called K-CERT, as well as to set up new cybersecurity training courses through the Kuwait University (set up with assistance from MIT in the US). These courses range in scope from Bachelors level programs to professional certificates. Additional scholarships have also been made available for Kuwaitis looking to study cybersecurity abroad. An additional portion of this funding has been earmarked to hire international and regional cybersecurity firms to provide an assessment of existing cybersecurity practices in Kuwait (especially those at critical locations--airports, seaports, power plants, etc) to help locate and correct any vulnerabilities there.

[M] For this post, assume it’s public knowledge that there’s new security measures being taken, but the governments of the region aren’t just publishing articles going “hahaha we’re spying on everyone!” [/M]
The Arab Gulf States have long prided themselves on their stability, using it as a major selling point to attract foreign investment and tourism into their countries in a region that is not usually known for its “stable governments” or “lack of armed militant activity.” But this stability is the sort of thing that has to be actively maintained.
The threats to domestic stability in the region are many. The wealth of the Arab Gulf States is built on the backs of millions of migrant laborers, working in environments with questionable safety standards, nonexistent labor protections, and low wages. In some countries, like the UAE, these expatriates make up more than 90 percent of the country’s population (though not all of them fit the bill of “poor migrant laborers”--some are wealthy Westerners). In others, Shi’a Islamists threaten the rule of the Sunni monarchies. In all of them, there lurks the constant threat of Wahhabi extremism or, worse, republican activists.
Bahrain and Saudi Arabia serve as a chilling example of what can happen if the state’s iron grip slips for even a second. Therefore, the Arab Gulf States have resolved to cooperate to improve their respective repressive forces, installing far-reaching domestic surveillance networks to track and identify potential dissidents, allowing them to be neutralized before they can become a greater threat. The best defense, after all, is a good offense.
Oman
Oman is already a leader in biometric identification. After rolling out its first mandatory biometric ID card with the assistance of Thales Group in 2006 (making in the first in the region to do so), Oman set about the task of linking its various biometric-enabled systems, which led them to hire Safran Identity and Security to manage the rollout of an Automatic Biometric Identification System (ABIS) in 2017.
Since then, Oman has maintained its leadership in the sector. Its mandatory carry national ID card is linked to biometric data like iris scans, DNA data, fingerprints, and facial scans (though only the latter two are necessary for all Omanis, with the latter two common only among Omani government employees or people working in sensitive sectors).
As part of the new GCC security initiative, Oman will seek to build on this solid foundation by expanding its eGovernance features to increase usage of the ID cards, as well as increase accessibility of government services for rural populations (Oman has by far the largest rural population of the Arab Gulf States, and often has difficulty adequately providing services to this population, owing to it being so big). Working with Thales Group and the other GCC member states, Oman seeks to make a fully functional eID by 2031. This eID will originally supplement the physical ID card (that is to say, both are fully valid) with the goal of fully phasing out physical IDs by 2035.
[S] While other leaders in eGovernance have made a very big deal about wanting to prevent a “1984”-style scenario where the government can use the data and the eID to surveil its citizens, we kind of actually want to do that. The goal is that by mandating eID usage for just about every facet of life, from buying a cell phone plan, to buying or renting property, to starting a business, to opening a bank account, to getting a visa, to getting licenses, etc., we will be better able to keep tabs on citizens and residents to identify problematic trends before they can get any worse than that. The other Arab Gulf States are looking to copy Oman’s example here, with the UAE adopting a similar time frame. [/S]
The United Arab Emirates
The United Arab Emirates has been a regional leader in domestic video surveillance since the late 2010s, partnering with American tech giant Cisco (which has numerous operations within the country) to install state-of-the-art video surveillance throughout Abu Dhabi. Meanwhile, Abu Dhabi-based cybersecurity firm DarkMatter has been expanding its “Pegasus” big data application to pool hours of surveillance video to track anyone within the emirate of Dubai, later developing into the “Oyoon” (Arabic for “Eyes”) AI mass surveillance system.
Expanding on these developments, the UAE is looking to use its experience in the field to help implement similar programs in the other Arab Gulf States. These systems will be capable of utilizing big data and artificial intelligence to track people in real time by their gait, face, license plate, clothing, etc. Special attention will be paid to developing the ability to identify people wearing burqas (which, in the UAE, usually only cover the forehead and lips, and can often be heavily personalized as a fashion statement).
The program will also be expanded from Dubai and Abu Dhabi to the other emirates, with the goal of having coverage of having full coverage of the country’s major population centers and roadways by 2031. The system, both in its current and future forms, is envisioned to play a major role in responding to the protests that have started as a result of the proliferation of “deepfakes” of Emirati officials, identifying protestors and other dissidents for detention or further surveillance.
Qatar
With a population density of about 5,000 persons per km2 in 2018, Doha is the major population center of Qatar, accounting for over 85 percent of the country’s population. It stands to reason, then, that any dissent in the country’s migrant worker population or its clerics will start there, rather than in the small, disparate rural communities of the country.
Correspondingly, most of Qatar’s new security infrastructure will start there as well. Inspired by growing unrest in the other Arab Gulf States (caused in no small part by Chinese meddling) and China’s thinly veiled threats of reprisal (following Qatar’s eviction of the Chinese and Iranian bases in the country), Qatar has elected to install a new host of AI-enabled CCTV surveillance cameras throughout Doha and its environs. Partnering with Cisco, BAE Systems, and DarkMatter, Qatar has set the goal of having a fully-networked video surveillance system in Doha by Q3 2031. This surveillance system will allow the Qatari government to track individuals through a variety of personal characteristics, though, like in the UAE, particular attention will be paid to identification through features other than faces due to the use of the burqa among some women.
Qatar is also hoping to coordinate this domestic surveillance system with the Ehteraz (“Precaution”) app that was rolled out in 2020 as part of its coronavirus response. The app, which was made mandatory during COVID-19 (a decision which was never rolled back), can enable live GPS tracking on all phones it is installed onto. Qatar intends to link this GPS tracking to its domestic surveillance network to improve its efficacy.
Bahrain
Out of all of the Arab Gulf States, Bahrain is certainly the one most in need of a reformed mass surveillance infrastructure. Since tensions erupted in the country following the bombing of the Dammam Hawza in 2022 (something that, at this point, felt like a lifetime ago, even though it was just six short years), the monarchy has been stuck battling a domestic uprising that has ranged from “protests in the street” to “rebels holding territory and firing artillery at the royal palace to kill the King.” Fortunately, with the main fighting wing of the rebel forces destroyed, Bahrain can finally look towards rebuilding the country.
And the first step in doing that, of course, is making sure its domestic surveillance systems are good enough that this can never happen again.
With generous financing assistance from the United Arab Emirates, Bahrain has set about the task of installing a series of AI-enabled CCTV cameras throughout the country, using mass surveillance technology from Cisco, BAE Systems, and DarkMatter. Based on the Emirati Oyoon system, this will engage the Bahraini government to track its residents throughout the country. Moreover, the system will be tailored to track weapons ranging from assault rifles to ATGMs to anti-ship missiles to rockets to artillery, with the goal being to alert authorities to these weapons in the event that someone brandishes them, starts to set them up, or just smuggles them poorly. Ideally, this will help prevent someone from setting up a random artillery piece and shelling the King of the small island again. We hope. The system will also make use of Bahrain’s old coronavirus contact tracing app, BeAware Bahrain, which also allows optional GPS tracking of people’s phones, much like the Qatari Ehteraz app.
In addition to monitoring public areas and roadways (including all of the bridges leading between, onto, or off of the islands of Bahrain), the Bahraini Oyoon network is set up to provide constant surveillance of the 130km coastline of Bahrain Island and the 50km coastline of Muharraq Island. These cameras will be set up with proprietary technology designed by a joint venture by Cisco and DarkMatter, which will allow the system to identify and catalog vessels ranging from small pleasurecraft to rubber dinghies to massive oil tankers. This should make it much more difficult for Chinese or Iraninan assets to smuggle weapons and materiel into the country in the future--something which they have loved to do throughout this process.
As a final note, Bahrain has banned the wearing of the burqa (that is, the covering of the face) in public areas until the state of emergency in the country is lifted. This is not expected to be too much of an issue, as burqa usage in the country is already relatively low, and Ja’fari jurisprudence does not require the covering of the face.
Kuwait
Following leaks from a London-based fake account in 2020 claiming there was a mass surveillance system in Kuwait, Kuwait’s Interior Ministry claimed that there was no mass surveillance system in the country, and that the government had only made modest attempts to track individual persons.
Whether this was true or not, Kuwait is certainly developing a mass surveillance system now, following the instability in two of its southern neighbors and a resurgent Islamic State to its north. Using a combination of services from Palantir, BAE Systems, and DarkMatter, Kuwait has begun to set up a mass surveillance CCTV system within Kuwait City, which holds over 95 percent of the country’s residents. This, when combined with new and existing eID programs and online surveillance measures, will enable the country to track its citizens and identify potential dissidents before they have a chance to organize their groups or radicalize others.
Though Kuwait has a large Shi’a population (somewhere around 30 to 35 percent), this mass surveillance program will not target Shi’a individuals for additional surveillance. Kuwait’s Shi’a minority is perhaps the best integrated in the region, holding numerous government postings, elected offices, and other positions of power throughout the country. Therefore, it makes no sense to single them out for additional surveillance, despite the ongoing Shi’a insurgency in not-so-distant Bahrain. Kuwaiti thinking is that they aren’t any more repressed than anyone else in the country, and so it stands to reason they shouldn’t be any more likely to revolt.

But five of the six colony ships did arrive. The AI coordinating the flotilla, dubbed “Fleet Command”, began a search pattern for a suitable world. It found Gibson and awoke the human crew from cryosleep.
 
Historic Fact: The biggest challenge Colony Expedition 762 faced was the possibility of equipment failure. Even reliable technology breaks down eventually, and the trip to the Perseus Arm was projected to take over a thousand years. In the end, the ships were equipped with a state-of-the-art AI command infrastructure which used robots and drones to maintain the ships. Every fifty years or so the flotilla would stop at a star, mine what resources were needed, and continued on its journey, all without ever waking a single human.
 
THE PLANET they had discovered was very much like earth. It was almost the same size and had the same gravity. It was a lot warmer, and 85% of its surface was covered by water. The land surface was mostly covered by lush, dense forests, some steppes, and some deserts. Two tiny moonlets orbited the world. Fleet Command, an avid reader of human literature, had dubbed it Gibson. The human crew agreed with Fleet Command that Gibson was likely the best candidate they would find, and the decision to land was mode.

IN THE EARLY DAYS life on the new world was harsh. Even with their training, most colonists were not well prepared for life on a virgin planet. The ships were dismantled for parts, and the original shanty town grew into The City – what we now call Gibson City. The original landing site is preserved as Pioneers’ Landing; the epicenter of Prosperity Day celebration.

Gibson is governed by a democratically elected government, with fundamental human rights enshrined in our Charter. President Adams, in his third term, is supported by a cabinet of ministers and an Advisory Council. There is no parliament, issues are debated and voted on electronically by all citizens of Gibson, making ours perhaps the most direct democracy in human history.

This is my first draft for Gibson, a colony world cut off from contact with the rest of humankind. There are a bunch of assumptions I tried to put into this in-universe piece without spelling them out explicitly.
I’d love to get feedback and opinions, especially since I don't often do in-universe articles. And, please, do not hesitate if you have any questions. There’s a lot more to this planet, and I’ll post more as time permits.

After posting the article about Lance B Eliot yesterday, another video popped up on YouTube. u/D4W50N88 found it and provided the link, and I'm glad he did (Thank you D4). Why didn't it show up for me? No idea. But it did, and now the enigma has become worse.
When I first stumbled onto this, I made a mistake. I went back through my notes and found that I had wrongly attributed the Lance persona as the judge sitting to the left of what was Lance at the table. How did I screw up that bad? I'm human. (No seriously, I'm human. I'm not AI. I'm not NSA. CIA. I don't have any affiliations to any Alphabet agencies. I am what I am. And what is that? A guy who grew up with an extremely skeptical father who always called BS on the news and political events, and tried to make me understand that it was self interest, not altruism, that guided the world around us. That will be expanded on at some point down the road.) I make mistakes. It's not the first time and it won't be the last. But sometimes mistakes happen for a reason.
This is one of those times.
So I watched the second YouTube video of Lance that was provided here;
I'm not sure if he's exactly an AI, seems to be a real person going off this video -
Really quick summary, he doesn't say diddly squat. Anyone could have regurgitated lvl 5 autonomous cars and insurance rates. My statement doesn't prove anything though. I realize that. But let me ask you something, He's been on CNN, he's written a ton of books, he's an angel investor, a venture capitalist, CEO of Techbrium, and not one other picture or (so far) any other videos of him exist? We're living in an age of near omnipresent and approaching omnipotent surveillance, they are screwing with DNA, the government has acknowledged UFO's, phenomenon like the Hum and Sky Quakes are being reported worldwide, we live in a pandemic for which we will need never ending vaccinations, so is it really out of the realm of reason that Lance could be an actor? I've looked for research papers from him and I've found maybe three to four. None of them are overly technical and mainly deal with AI and the law and ethics. That's strange. But before we dive further, I will concede the possibility that there is a Lance B Eliot, but I'm adamant that the articles and books are written by AI. No doubt in my mind, and by the time this post is done, you'll wonder what's really going on as well.
Let's start with his name. Something about it grabbed my attention, as it did for others. I can't speak for them, but I remember just looking at it suddenly thinking, is that an anagram?

Hidden in plain sight. But it's still a chess game. Your moves have to be deceptive and you need to look ahead a minimum of three moves. And all moves have multiple moves. Does this mean that the anagram doesn't apply? No. It does. And it points to the ability of having meaning hidden in meaning, all in the open.
Now I will caution you, this post will be somewhat open-ended. I haven't been able to find anything definitive that could point to a possible origin of what I believe to be Lance B Eliot, yet those breadcrumbs do lead to loaves of bread, so to speak.
So when I was sent the other YouTube link with Lance as a speaker, I looked around the web again. I had already found what I thought was a very strong link, but now the video threw a monkey wrench into my plans.

Simple, right. Now, remember two things, Eliot Weinman seems to be associated with Lance B Eliot, and Lance is constantly produces articles about AI and business, while S&P has is all about business. Let's go.

Lance the Prequel.

So when I first found Lance, I started to ponder different anagrams. Why? Well, his last name. One guy who works for me is named Elliot, and Eliot stood out for the different spelling. After repeating a mantra of Eliot for a while, I stopped.
Eliot. ElIOT. elIoT. IoT. Internet of Things. It had to be me looking for a pattern. HAD TO BE. Then I looked at the name again. The end was possible, so I looked at his first name. I repeated the same mantra, letting my unconscious do the work. And sure enough, it hit me again. Lance. LANce. LAN. Local Area Network. No. Effing. Way. Come on. LAN + IoT = Local Area Network of Internet of Things. Ok. It adds up. Makes sense. I don't know how, but it does. Yet that still left me with the rest of his name.
CEBEL. Whelp, the mantra didn't help, it was time to dig. And dig I did. And found nothing. Well a couple of things, and one I thought that I was stretching logic too far, and the other, maybe not. Because it led me to OMG’s Artificial Intelligence Platform Task Force. A co-chair was Claude Baudoin, who has a company called cébé IT & Knowledge Management. And I almost went with it, and then something said NO. It was a gut feeling that I was wrong. There was no L in the company name. So I started digging all over again. And it wasn't easy. It took forever. It didn’t make sense. At all. I couldn't find anything that was an exact match. And then I saw this.
Thomas Siebel's software company C3IoT raised about $100 million from private equity investors in January 2018, at a $1.5 billion valuation. Today, C3.ai is focused on enterprise AI, but it started as a clean energy firm. It was briefly named C3IoT in 2016 to chase the IoT market. Siebel was a salesman at Oracle. He left in 1990, built software firm Siebel Systems and sold it to Oracle for $5.8 billion in cash and stock in 2006. Forbes

Is Cebel a play on Siebel? It sure seems like it to me.
And Thomas also has this to say.
High: What inning of the game do you believe we are in from an AI perspective, and how is that likely to develop going forward? Siebel: Julius Caesar considered Gaul as being divided into three parts, and I believe AI is divided into three parts.
1• Artificial general intelligence, which includes projects such as Google DeepMind. Here, the attempt is to build computers that have equal or greater intelligence as human beings. This gets to the malicious killer robots and the refrigerator that takes over your household theory, but I do not believe we need to worry about that in our lifetimes;
2• Social media systems. Here, social media vendors are using AI extremely effectively to manipulate people at the level of the limbic brain. I believe this is malevolent, and what we are seeing in social media is concerning. People are acting as servers to the computer instead of the opposite;
3• The application of AI to commercial, industrial, and government systems, which is where we play at C3.ai. This is building prediction to identify fraud, efficiency to the supply chain, and predictive maintenance for devices in the digital oilfields, the smart grid, the manufacturing industry, agricultural equipment, and precision health. This is about using AI to lower the cost of production and to deliver products and services with greater safety, with greater cybersecurity, and with lower environmental impact.
Hmmm. It's starting to sound like my posts, isn't it? Yet he's not worried about killer robots, yet social media manipulation, that's a problem. But I can bet you all the tea that's left in China, those words shouldn't be taken at Facebook value.
High: You have referred to there being a war with China based on artificial intelligence, and you have referenced how Vladimir Putin said the country that wins in AI will ultimately win in the world. As a citizen of the U.S., what do you think about this? How optimistic are you about the state’s ability to lead and the extent to which it is appropriate language? Siebel: This is a crucial topic. As you mentioned, in 2017, Vladimir Putin said, “Whoever wins the war in AI will be the ruler of the world.” I believe that is true, but I do not believe Russia will win. It is either going to be China or the U.S. I believe we are currently in a state of non-kinetic warfare with China. It is well-documented how great Russia and China are at infiltrating our power grid infrastructure, infiltrating our financial system infrastructure, and implanting viruses, bots, and malware so they can remotely turn off the grid. There are well-documented incidents where the Chinese have penetrated, say, the United States Office of Personnel Management and stolen the personnel records of up to 21 million people. This includes anyone who has ever applied for or been granted a security clearance. If this is not war, what is it? If you read the 13th five-year plan, it is extremely clear what they are doing. They are investing tens of billions of dollars a year in AI to win this battle and to dominate the use of AI for the purposes of defense and conducting warfare. In many ways, this is a test of two fundamentally opposed political philosophies. In the case of China, there is a totalitarian state with a top-down command and control economy where the NRDC writes the 13th five-year plan, invests billions of dollars, and mandates that this happens. They are extremely bright, competent, and educated, and they are hard at work. In the United States, we have a much messier process with a free-market economy and a capitalist system. Innovation does not take place from a top-down command and control government-mandated system, but in garages in Palo Alto and storefronts in theNew York. I do not know which system is going to win, but this is going to be the ultimate test of these political philosophies. This is not a war we want to lose, the stakes could not be higher, and it is game on.
And then.
High: What role do you see the government playing in all this versus private industries, and how do you see the balance between the two? Siebel: The people who work in the Pentagon are exceptionally bright and well educated. These scholar statesman warriors are not asleep at the switch, and they are adopting AI in many ways to prove the efficiency of the Department of Defense. As it relates to AI, the U.S. is going to advance through a free market economy, entrepreneurship, and through the creativity of individuals who are unbridled by the constraints of the stage. This system has always worked out for us in the past, and hopefully, it will continue to. If it does not, we are going to have a problem. Source Here

If it doesn't work, there's a problem, because we're in a war with China, and the Pentagon states that the war will be fought in abrupt climate change which will cause drought and famine in China. And I've said it before, but the social discord and the riots, will be blamed on Russia and/or China. And maybe they are to blame. Who knows, because we have to trust our New Normal World Order narrative as it's filtered with fact checks and fake news, while the surveillance system makes sure we are safe from physical threats through AI data mining, and incorporating AI through the Great Reset, which apparently China has to get on board with. Uhm, and people are having a hard time believing that our world is about to get turned upside down? Really? Has the desensitization been that effective that everyone is numb? Short answer, pretty much.

Smoking is the largest public health crisis in the modern world. Over five million people die of tobacco-related illness each year, costing healthcare systems tens of billions of dollars annually and driving up healthcare prices for non-smokers. Meanwhile, the lost productivity associated with smoke breaks, sick days, and a reduction in quality of life adjusted years (QALYs) cost the global economy hundreds of billions of dollars each year. In order to combat this growing health crisis in the Arab Gulf States, the members of the Gulf Cooperation Council have agreed to increase their cooperation through the Gulf Health Council to help curb smoking in their respective countries.
Oman
In 2015, about 18 percent of Omani men and 0.7 percent of Omani women used tobacco daily--lower than the average for high-HDI countries, but still high enough to be a significant drain on government resources and the health of Omanis. Roughly 10 percent of annual male deaths and 3.5 percent of annual female deaths are caused by tobacco related causes.
Once the Arab Gulf State with the lowest prevalence of tobacco usage, Oman’s smoking prevalence increased 33.3 percent between 2015 and 2025, in part due to increased migration from countries with high rates of tobacco usage. In the face of increased tobacco usage, Oman has committed to several new policies to reverse this trend.
First, Oman has formalized its ban on the advertising of tobacco products. Since the 2000s, advertising for tobacco products has been under an “informal” ban, with the relevant national authorities refusing to permit the publication of ads for tobacco products. This ban will now be formalized, with all forms of tobacco advertising (including ads on packaging and point of sale ads, both of which were previously permitted) coming under the ban. Cigarette packages will now have 90 percent of the surface covered in graphic health warnings, leaving only 10 percent for the brand name in plain font (uniform between all brands).
Oman will also raise taxes on cigarettes over the next three years, with the tax set to increase 25 percent per year until it reaches 75 percent of retail price in 2030.
The United Arab Emirates
In 2015, about fifteen percent of the population of the United Arab Emirates smoked daily, while roughly 12 percent of deaths every year were from tobacco related causes. Smoking prevalence is significantly higher among men; some 22 percent of men use tobacco daily, compared to just 2 percent of women.
Unfortunately, the number of smokers in the UAE has risen in recent years. Most of the UAE’s migrant workers are men from countries with high rates of smoking prevalence, like Egypt (40 percent of men), India (35 percent of men), Bangladesh (48 percent of men), Pakistan (32 percent of men), and the Philippines (40 percent of men). As such, many of the migrant workers that have been moving to the Dubai-Sharjah-Ajman-Umm Al Quwain Metro Area over the last three years were already smokers, and have brought those smoking habits with them. A successful anti-smoking policy in the UAE, then, will have to reduce smoking among migrants specifically.
Following international best practices, the UAE will immediately ban smoking in or near government facilities, indoor offices, restaurants, pubs and bars, and public transportation. Plain packaging will be implemented for all tobacco products, with both faces carrying graphic health warnings as well as a link to a website with information on the health risks of smoking (available in Tagalog, Hindi, Urdu, Baloch, Pashtun, Egyptian Arabic, Modern Standard Arabic, and English) and how to get help to quit smoking. The excise tax on cigarettes and other tobacco products will also be increased from the current 48.78 percent of retail price to 75 percent of retail price, with the new income used to finance anti-smoking initiatives and quitting campaigns.
Qatar
Tobacco use in Qatar is lower than the average for very high-HDI countries (sitting around 16 percent of the population), however, smoking prevalence is very high among men, with some 32 percent of men in Qatar using tobacco products daily. While many of the smokers are male migrant workers, there is a growing, worrying trend of youth tobacco usage in Qatar, with 2013 research finding that almost 16 percent of youths between 13 and 15 smoke tobacco. Smoking among women, on the other hand, is almost nonexistent, with only about 1 percent of the female population smoking. In 2016, roughly 8 percent of annual deaths were caused by tobacco related causes.
Qatar currently has bans on all direct forms of cigarette advertising and most (9/10) of the forms of indirect advertising identified by Tobacco Atlas. However, its anti-smoking policies are extremely lacking in other areas, like smoke free public spaces and tobacco taxes. Following best practice, Qatar will finally follow through on its 2016 commitment to curb tobacco usage, banning smoking in healthcare facilities, schools, universities, government buildings, offices, restaurants, pubs and bars, and public transportation. The country will also move forward with its 2016/2017 anti-smoking plan and establish a tax on tobacco products, increasing 25 percent per year over the next three years before settling at 75 percent of the retail price of tobacco products in 2030.
This tax will be used to create a national quitline (which Qatar does not currently have), where smokers or other tobacco users can call to be connected with resources on how to quit smoking.
Bahrain
Bahrain has by far the largest smoking problem out of the Arab Gulf States. In 2015, 44.5 percent of Bahraini men used cigarettes daily, making it the only Arab Gulf State to have more smokers than the average for very high HDI countries. Like most countries, there is still a large disparity between the smoking rates of men (44.5 percent) and women (5.7 percent). Fortunately for Bahrain, fewer women smoke than the average for very high HDI countries. Annually, 12 percent of male deaths and 7.5 percent of female deaths are from tobacco related causes.
Bahrain’s current anti-smoking policy is something of a mixed bag. Almost all forms of tobacco advertising have been banned with the notable exception of advertisements on packages. This oversight will be rectified immediately, with the new GHC standard plain packaging laws being implemented in Bahrain (that is, graphic health warnings on 90 percent of the package with only 10 percent of the package remaining for a plain, uniform brand name). Taxes will also be raised from the current 50 percent to 75 percent, effective immediately, with the new revenue to be used to set up a national quitline.
Since 2009, Bahrain has had a partial smoking ban in place, affecting only some public spaces. This has made enforcement difficult, with smokers not knowing where they can and cannot smoke. The easiest solution to this--and the one the government will pursue--will be to ban all smoking in public. [S] This will also give police a convenient excuse to stop and search smokers, which should hopefully help crack down on the ongoing dissent. [/S]
Kuwait
Kuwait has the second highest rate of adult tobacco usage out of the Arab Gulf States, with 23.2 percent of men above the age of fifteen using tobacco. An additional 5.2 percent of women also use cigarettes, as well as 3.31 percent of boys between 10 and 14 and 9.54 percent of girls in the same age range. Despite having a significantly smaller smoking rate than Bahrain, the mortality rate for smoking is much higher: in 2016, almost 17 percent of male deaths were due to tobacco related causes, as well as 6.2 percent of female deaths.
Part of this increased rate of mortality could be due to public ignorance regarding the dangers of secondhand or passive smoking. A 2000 study1306.pdf?ua=1) found that most Kuwaiti smokers did not know that secondhand smoke had adverse health effects, with 77 percent of smokers reporting that they had smoked in the presence of their children. The same study found that many Kuwaiti smokers wanted to quit, but did not have any idea how to start.
To help reduce this number (and hopefully reduce the number of tobacco related deaths), the government of Kuwait has launched a new public health campaign to inform the public about the dangers of secondhand smoking. Plain packaging will be implemented, and the graphic warnings on the new packaging will mention the dangers of secondhand smoking. Both packaging and the new public health campaign will also direct to the already extant government-sponsored quitline, which will have its staff expanded to deal with the increased call volume. Finally, taxes on cigarettes will be increased from the current 0 percent to 75 percent over the next three years.

2020.08.08 11:28 aagg6 An analysis of the crash of flight IX 1344 in Kozhikode yesterday.

Yesterday (August 7, 2020) evening, an Air India Express flight IX 1344 from Dubai to Kozhikode overran the runway and crashed, killing 20 people including both the pilots. As a random dude with absolutely no aviation background, I looked at some data to discern what exactly happened before the crash.
It would be great if an aviation expert can verify my findings. Thanks. I have tried to be accurate, but if this is incorrect, I'll remove it.
All of the data is taken from FlightRadar24 (https://www.flightradar24.com/data/flights/ix1344#2525ad3d).
Some stats about the airport (pulled from Wikipedia):

Observations

  1. There was one go-around, whose decision was made at an altitude of 1975 ft at 13:53 UTC. It wasn't a touch-and-go landing.
  2. Before the go-around, the plane was experiencing a headwind of about 12 kts originating from 260 degrees. Visibility 2000m. Plane Track 280 degrees.
  3. After the go-around, it attempted to land in the opposite direction, with tail wind of about 12 kts (originating from 260 degrees) while the plane track is 101 degrees. 14:08 UTC.
  4. It crashed on this attempt. 14:09 UTC.
The plane's ground speed was too high because of the tail wind, and also because of the wet runway, the stopping distance increased, and the plane overshot the runway.
